DENR, MarcVentures Mining Company ink accord in “Adopt NGP Site “

BUTUAN CITY – The Department of Environment and Natural Resources ( DENR) Regional Office 13 ( Caraga Region) and  the Mines and Geo Science Bureau Regional Office have entered on Tuesday, July 17,2018  into a Memorandum of Agreement with the MarcVentures Mining and Development Corporation (MMDC) operating in Carascal, Surigao del Sur for the “Adopt NGP Site “ program in an effort to ensure the growth and development of the government reforestation in mined out areas left by the mining companies.

            The signing of the MOA was done by the DENR 13 Regional Director Atty. Felix S. Alicer, the President of the MMDC Yulo Perez and MGB Director Roger de Dios represented by Francis Glenn N. Suante in a simple ceremony at the DENR 13 Regional Conference Room in Butuan City.

             The signing was also witnessed by the DENR-13  OIC, Assistant Regional Director of Technical Ben-Ali B. Decampong,  Conservation and Development Division Chief, Nilda Ebron, License, Patents and Deeds Division Chief Romeo L. Luengas, and staff of the Enforcement Divison Leonila Rosales, the Chief of the DENR 13 Regional Public Affairs Office Herzon F. Gallego , the MMDC Environment Manager Manuel A. Torres, Jr. , Rodrigo Cal, General Manager of MMDC , Miguel B. Loremia III, MMDC Company Forester, and Ernelyn Rose D. Balderas, Finance officer of MMDC.

            It was the first of such kind of agreement made by the DENR with   a mining company in adopting the National Greening Program site to ensure the good survival of the tree seedling planted on the mineral extraction areas that were left abandoned by the mining firms.

            MMDC had actually committed to plant about 3 million seedlings as settlement for the penalty imposed by the DENR for operating outside of its contract area specified under an approved Partial Declaration of Mining Project Feasibility (DMPF). The mining firm had been given the permit to cut 52,745 trees and earth- balled 25,352 trees in 22.18 hectares of its area to be operated but it went beyond the allowed area. The DENR had found later that several natural growing trees were also cut by the MMDC outside of its operation.

Under the DENR Memorandum Order No. 2012-02 issued on November 5, 2012, a mining company is compelled to replace and plant 100 indigenous tree species for every one natural grown tree cut.

            As initial compliance, the MMDC under the agreement was required to plant a total of 286,560 seedlings including 10,000 seedlings of indigenous species in the 200- hectares planting area that was surveyed, mapped and assessed by the DENR.

           The company had set aside an amount of P 6,316,728 to be managed by the DENR through a special fund in the production and procurement and planting of the seedlings over a period of three years and the maintenance and protection of the plantation area.

             The DENR shall issue certification of compliance to the company only after the planting of the required seedlings with 80 percent survival has been accomplished.

             The MGB shall conduct the monitoring, evaluation and validation of the planting activities and the maintenance and protection done by the company.
