Butuan City – The DENR has reminded all quarry operations including sand and gravel quarrying in the Caraga Region to strictly follow the provisions in their Environmental Compliance Certificates (ECC). “They must follow the law otherwise they may be closed down for the violation” DENR Secretary Regina Lopez said in a recent meeting with the media.
“ECC is a tool for social justice” Sec. Lopez said. “Which means that Filipinos can access and benefit from the natural resources,” she added.
The reminder followed the closing down of several quarrying operation in Saiaya, Quezon for violating environmental laws.
According to DENR Undersecretary Art Valdez who led a special task force composed of the police, military, coast guard, and the National Bureau of Investigation (NBI), there were actually 27 firms holding quarrying permits in Sariaya which were found to have violated their ECC. The task force also arrested 15 people and impounded nine dump trucks and two backhoes.
DENR Regional Officials said this wake-up call would serve as a warning to operators of quarrying in the region to toe the line and follow what is specified in the ECC to avoid being closed down.
According to Secretary Lopez, the DENR will review and evaluate some 800 other ECCs in the country and identify which of these have public impact so that the DENR can act accordingly. (DENR SCIS 13)

Butuan City – While the regional and field offices of the DENR nationwide are actively working to effectively conduct the Peoples’ Day held every Wednesday to cater to the issues and problems of the people about environment, the officials, staff and personnel of the DENR Regional Office in the Caraga region welcome the creation of a DENR Action Center by DENR Secretary Regina Lopez.
The DENR-13 employees said the newly-organized DENR Action Center by Secretary Lopez would bolster the image of the DENR as one of the government agencies committed to help the people about their issues and concerns regarding the environment. Since, the people have now full access to the Office of the Secretary through telephone calls and electronic mails, their questions and complaints on environmental violations can be immediately acted upon by appropriate DENR offices and units.
The DENR Action Center was created through Special Order No. 2016-494 signed by Secretary Lopez in fulfillment of her promise to strengthen civil society participation in environmental government guided by the principle of the common good.
“The civil society is our safeguard of the environment since they are in the best position to know what is exactly happening in their respective areas” Sec. Lopez said.
Deputy Environment and Natural Resources Officer Arturo Valdez was designated head of the action center which is directly under the Office of the Secretary.
The DENR Action Center shall also complement with the Peoples’ Day activity in the region and at the PENRO and CENRO offices which was organized purposely to help all types of people who want to bring over their concerns to the top management for speedy actions. Since it was launched in July this year, the DENR-13 has able to assist and helped more than 1,000 people in different parts of the Caraga Region most of them came from far-flung barangays to seek help with their land problems and other concerns that pertain to DENR policies , rules and regulations.

Butuan City – The DENR 13 Enforcement Division under the supervision of Assistant Regional Director for Technical Services Roberto Oliveros conducted a 5-hour aerial surveillance in Agusan del Sur and Surigao del Sur in coordination with the Philippine Airforce on Wednesday (September 28) as part of strengthening its campaign against timber poaching activities.
DENR 13 Regional Director Nonito M. Tamayo said he gave instructions to ARD Oliveros to coordinate closely with the military and certain civil society groups to prosecute people involved in timber poaching. He said reports of illegal cutting of trees in some areas of Agusan del Sur and Surigao del Sur particularly in the highlands of Lingig, Surigao del Sur are being looked into by the DENR Enforcement Division and the PNP-Philippine Army personnel.
Assistant Regional Director Oliveros said the report of timber poaching activities being active once again in some areas is “quite disturbing and needs to be assessed and acted upon to flash out the criminals of the environment”.
He said the results of the surveillance by the team led by the Chief of the Enforcement Division Modesto Lagumbay shall be evaluated thoroughly to locate the timber poachers. The team is also supported by OIC, PENR Officer of Surigao del Sur Joey Concha, CENR Officer of Talacogon, Agusan del Sur Achilles Ebron, and other personnel from the regional office, CENRO Lianga and CENRO Bayugan.

Butuan City- DENR-13 Regional Director Nonito M. Tamayo directed his senior officials to stay on track of the 2016 targets during the 3rd Regional Management Conference held at Almont Inland Resort on September 1-2, 2016.
“Let us all reconcile our backlogs and organize a good catch-up plan to accomplish our goals on time,” he said.
The Management Conference was attended by the PENR and CENR Officers, Division Chiefs, Planning Officers, Assistant Regional Directors, EMB Regional Director, and MGB representatives.
One of the major agenda discussed during the conference is the preparation for the conduct of the Caraga Environment Summit in compliance with the order of the DENR Secretary Gina Lopez at the previous Environment Summit in Davao City.
“Secretary Lopez really wants to bring our agency closer to the people,” Director Tamayo said.
“This is our chance to encourage the participation of the masses in our plans and programs. All the Civil Society Organizations, Academe, Church, and other People’s Organization shall be represented during the upcoming Environment Summit in Caraga,” he said.
The two-day event highlighted the accomplishments of the agency as of August 2016, consolidation of data for the budget hearing, and leveling off of instructions from the Central Office.
RD Tamayo reminded all the field offices of the simultaneous conduct of the People’s Day every Wednesday.
“Part of our commitment as public servants is to give our clients the best service so let us continue the conduct of the People’s Day every Wednesday. See to it that their concerns are addressed properly and given immediate solutions,” Director Tamayo said.
