of RED Tumaliuan.... 2003 Annual Accomplishment Report From the top most ridge to the coastal zones of Caraga Region, DENR plays a significant role in sustaining the abundance of its’ natural resources. The priority thrusts of the Secretary for CY 2003 and the State of the Nation Address (SONA) of President Gloria Macapagal-Arroyo were attuned to the realities and needs of the Caragans especially in addressing poverty, hand in hand with forest protection and development. Internalization of the environmental Good Governance had been institutionalized as manifested in the results of our midyear and annual Total Quality Management (TQMA). This is a innovative tool adopted by the region in evaluating/assessing the performance of the sectoral and field offices, which not does not only focus on physical targets but also on their capability as managers in terms of administration, morale, welfare, financial and linkaging mechanisms to both clientele and LGUs. Through this the region gained support from various stakeholders on our environmental endeavors and expressed their appreciation of the DENR services. Moreover, revival of the Moral Recovery in the field and regional offices were also facilitated in order to effectively exercise good governance. Dynamic policy review involving multi-stakeholders has been pursued. One of which is the Regional Memorandum Order No.02-014 re: harvest of plantation timber from private lands, which had been revised and adopted as a national policy through the issuance of Department Administrative Order (DAO) No. 41, series of 2003. The policy paved the way for the deregulation of planted species and institutionalization of Caraga Federation of Tree Farmers, which provide employment to private foresters in the region. The reorganization of the DENR Regional/Field Offices pursuant to DAO No. 2002-27 had brought back clear focus to the sectoral services, which is ecosystem in approach. This had simplified the long processes to directly resolve issues and concerns of the different ecosystems
