The DENR Caraga has capacitated the six cities within the region on carbon sequestration for urban spaces in a 2-day orientation held at the Almont Inland Hotel and Convention Center in Butuan City on April 26-27, 2023. 

The activity aims to capacitate the highly urbanized and component cities of the region on carbon sequestration and the fundamentals of Green House Gas (GHG) accounting which is hoped to contribute to enabling these LGUs to implement and adopt cohesive low-carbon urban development plans and programs.

 

In his message during the opening program, Regional Executive Director Nonito M. Tamayo urged the city LGUs to always consider climate change in every plan they make, be it Climate Change Adaptation Plan, Disaster Risk Reduction Plan, Land Use Plan, and all other development plans if only to build a city that is disaster risk resilient.

Participants in the learning event were representatives of the Planning and Development Office(PDO), Environment and Natural Resources Office (ENRO), and Disaster Risk Reduction Management Office (DRRMO) of the six cities within the Region--Butuan, Surigao, Bayugan, Bislig, Cabadbaran, and Tandag.

The first day of the event was devoted to the orientation on carbon sequestration for urban spaces facilitated by the resource persons from the DENR-Caraga, the Ecosystems Research Development Bureau (ERDB), the Environmental Management Bureau (EMB), and the Forest and Wetlands Research Development and Extension Center (FWRDEC).

On the second day, the participants were exposed to a community-level GHG inventory and accounting and urban space as a GHG Offsetting facility.

The learning event is in line with the cooperation initiative of the Philippine-East ASEAN Growth Area (P-EAGA) Environment Cluster - Brunei Darussalam-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) led by the DENR and the Mindanao Development Authority (MinDA) that aims to shift economic activities from resource extraction to higher levels of processing and value-added production, focusing on industries that adopt clean and green technologies to achieve its vision 2025: Resilient, Inclusive, Sustainable and Economically (RISE) competitive in which one of the commitments under Environment Pillar is the "Support to Carbon Sequestration Study and Greenhouse Gas Inventory and Accounting which is in alignment with the Philippine's commitment to the UNFCCC Conference of the Parties (COP) 27 held in Egypt last November 2022 to limit warming to around 1.5°C.

In 2019, the DENR, under the P-EAGA, conducted a carbon sequestration study piloting the five provinces of the Caraga region. The study focused on the Above Ground Biomass Carbon Sequestration at first, and then in CY 2021 to 2022, it included Carbon Stock Analysis on Below Ground Biomass, Herbaceous, Floor Litter Biomass, and Soil Organic Carbon.
