DENR Caraga region, headed by Regional Executive Director Nonito M. Tamayo, joins the global celebration of World Environment Day on June 5, 2023.

The Regional Office, along with the Mines and Geosciences Bureau 13, Environmental Management Bureau Caraga, and field offices comprising five PENR Offices and 10 CENR Offices, conducted river, and coastal clean-ups in selected waterbodies region-wide; and tree planting within mined-out, coastal and other suitable planting areas.

The activities also served as a kick-off for the Philippine Environment Month Celebration this June with the theme "No to Waste: Advancing Circular Economy to Beat Plastic Pollution.”

Simultaneously conducted region-wide were clean-up and tree planting along the banks of the Iyao River, a tributary of the Taguibo Rivers that supplies the water needs of Butuan City; Umayam River in Barangay Waloe, Loreto; clean-up drives along the national highway at Purok 7, Maygatasan, and Purok 24, Poblacion, Bayugan City; Magsaysay Park and Malinao Creek in Del Monte, Talacogon, all of Agusan del Sur; Coastal areas in Barangays Mabua and Rosario in Tandag, Surigao del Sur; Hinatuan Island, Tagana-an and Claver, Surigao del Norte.

Likewise, tree planting activities were held within the rehabilitation areas of San Roque Metals Inc. (SRMI), Agata Mining Ventures Inc. (AMVI) under CENRO Tubay, Agusan del Norte; Mindanao Mineral Processing and Refining Corporation (MMPRC) in Agusan del Sur; Adnama Mining Resources Inc. (ARMI), Hinatuan Mining Corporation-Tagaan-an Nickel Project (HMC-TNP), Platinum Group Metals Corporation (PGMC), Taganito HPAL Nickel Corporation (THPAL), Greenstone Resources Corporation, Silangan Mindanao Mining Company, Inc. (SMMCI), Manila Mining Corporation (MMC), Pacific Cement Phils. Inc. (PCPI), Pacific Nickel Phils. Inc. (PNPI) all under PENRO Surigao del Norte; Carrascal Nickel Corporation, Kafugan Mining Inc., Marcventures Mining and Development Corporation, 4D Ventures and Development Inc., CTP Construction and Mining Corporation under CENRO Cantilan, Surigao del Sur; Philsaga Mining Corporation (PMC) in CENRO Lianga, Surigao del Sur; and Cagdianao Mining Corporation (CMC), Libjo Mining Corporation (LMC), SRMI-Dinagat, Westernshore Nickel Corporation (WNC), Oriental Vision Mining Phils. Corp. (OVMPC), Sinosteel Philippines, SinoSteel Philippines HY Mining Corp. and Stagno Mining Corporation under PENRO Dinagat Islands.

Aside from the mined-out areas, tree-planting activities also took place along the Sian River in Barangay Sta. Cruz, Bislig City and in the coastal Barangay of Wakat, Lianga, Surigao del Sur; Barangay Waloe of Loreto, and Barangay Consuelo of Bunawan, Agusan del Sur.

The activities resulted to the planting of 27,502 seedlings of indigenous tree species, mangroves and bamboo by 1,866 volunteer planters from various government agencies, academe, local government units, mining companies, private institutions and IPs, and other stakeholders.

The clean-up drives also gathered more than 500 kilos of waste which are mostly plastics, more than 53 percent of which are residuals.

DENR Caraga, through its Conservation and Development Division - Protected Area, Biodiversity, and Ecotourism Section, conducted a Capability Building for Protected Area Management Office (PAMO) Staff on May 8-12, 2023, at the GO Hotel’s Conference Room, Robinsons Galleria in Butuan City.

The five-day activity serves as part of the region's initiatives to provide and enhance the knowledge of the PAMO staff on the various Protected Area (PA) policies and guidelines, as well as to capacitate and orient them with the right information to become well-versed in addressing the issues and concerns of their respected PAs.

A total of 36 personnel, who serve as the frontline in the protection, conservation, and preservation of these PAs, and five PENR Office Technical Division Chiefs attended the learning event.

The Caraga Region has 12 PAs, three of which are legislated under the E-NIPAS namely: Siargao Islands Protected Landscapes  and Seascapes (SIPLAS), Agusan Marsh  Wildlife Sanctuary

(AMWS), and Tinuy-an Falls Protected Landscape (TFPL); one is a proclaimed PA— the Carac-an Watershed Forest Reserve (CWFR); and eight are initial components, namely: Andanan Watershed Forest Reserve (AWFR), Cabadbaran River Watershed Forest Reserve (CRWFR), Surigao Watershed Resource Reserve (SWFR), Malinao Inlet Protected Landscape and Seascape (MIPLAS), Gaas Inlet Protected Landscape and Seascape (GIPLAS), Western Dinagat Protected Landscapes and Seascapes (WesDIPLAS), Barcelona-Bongan-Lawigan-Valencia Protected Landscape and Seascape (BARBOLAVA), and Surigao del Norte Protected Landscapes and Seascapes (SDNPLS).

These PAs have significant contributions towards the agency’s efforts to conserve species and key habitats, preserve ecosystem balance, and increase climate change resilience.

The DENR Caraga has capacitated the six cities within the region on carbon sequestration for urban spaces in a 2-day orientation held at the Almont Inland Hotel and Convention Center in Butuan City on April 26-27, 2023. 

The activity aims to capacitate the highly urbanized and component cities of the region on carbon sequestration and the fundamentals of Green House Gas (GHG) accounting which is hoped to contribute to enabling these LGUs to implement and adopt cohesive low-carbon urban development plans and programs.

 

In his message during the opening program, Regional Executive Director Nonito M. Tamayo urged the city LGUs to always consider climate change in every plan they make, be it Climate Change Adaptation Plan, Disaster Risk Reduction Plan, Land Use Plan, and all other development plans if only to build a city that is disaster risk resilient.

Participants in the learning event were representatives of the Planning and Development Office(PDO), Environment and Natural Resources Office (ENRO), and Disaster Risk Reduction Management Office (DRRMO) of the six cities within the Region--Butuan, Surigao, Bayugan, Bislig, Cabadbaran, and Tandag.

The first day of the event was devoted to the orientation on carbon sequestration for urban spaces facilitated by the resource persons from the DENR-Caraga, the Ecosystems Research Development Bureau (ERDB), the Environmental Management Bureau (EMB), and the Forest and Wetlands Research Development and Extension Center (FWRDEC).

On the second day, the participants were exposed to a community-level GHG inventory and accounting and urban space as a GHG Offsetting facility.

The learning event is in line with the cooperation initiative of the Philippine-East ASEAN Growth Area (P-EAGA) Environment Cluster - Brunei Darussalam-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) led by the DENR and the Mindanao Development Authority (MinDA) that aims to shift economic activities from resource extraction to higher levels of processing and value-added production, focusing on industries that adopt clean and green technologies to achieve its vision 2025: Resilient, Inclusive, Sustainable and Economically (RISE) competitive in which one of the commitments under Environment Pillar is the "Support to Carbon Sequestration Study and Greenhouse Gas Inventory and Accounting which is in alignment with the Philippine's commitment to the UNFCCC Conference of the Parties (COP) 27 held in Egypt last November 2022 to limit warming to around 1.5°C.

In 2019, the DENR, under the P-EAGA, conducted a carbon sequestration study piloting the five provinces of the Caraga region. The study focused on the Above Ground Biomass Carbon Sequestration at first, and then in CY 2021 to 2022, it included Carbon Stock Analysis on Below Ground Biomass, Herbaceous, Floor Litter Biomass, and Soil Organic Carbon.  

The DENR Caraga, through its Regional Gender and Development Focal Point System (RGADFS) in partnership with PENRO Surigao del Norte and CENRO Tubod GADFPS, spearheaded an outreach program in Barangay Silop, Mainit, Surigao del Norte on March 24, 2023. 

Brgy. Silop was one of the badly hit barangays during typhoon Odette on December 16, 2021.

Highlights of the activity include the ceremonial planting of 40 fruit tree seedlings near Lake Silop, which was participated by DENR and BLGU officials and representatives from women’s groups, the youth, and senior citizens. 

The Mines and Geosciences Bureau (MGB) representative, Ms. Marie Penelope Fang, discussed Vulnerability Risk Assessment (VRA). She also presented a video on GAD Mainstreaming, particularly on the VRA of the MGB. 

In his message during the program, PENRO Agapito T. Patubo of Surigao del Norte expressed his gratitude for the active participation of the women in Barangay Silop and assured the community of his office’s support in terms of programs and activities concerning the environment and natural resources.

Ms. Elsalyn J. Evangelio discussed the GAD concept. She also emphasized the importance of women, and their role in society as she explained this year’s Women’s Month celebration theme, “WE for Gender Equality and Inclusive Society.” 

CENRO Ruel E. Efren of CENRO Tubod emphasized in his message the rights of women, especially their right to own land. He even assured the audience of the speedy processing and issuance of their land titles, especially since the survey of their lots was already approved.

Mayor Crisanta O. Mondano of the municipality of Mainit graced the program. In her message, she stresses the significance of the women’s month celebration, saying that it gives society a chance to treat both men and women equally, unlike before when women were considered second-class citizens.  

In her part, Ms. Nancy Bardoza, representative of Silangan Mindanao Mining Company, Inc. shared that in the field of mining, unlike before, women are now capable of doing the same things as men because they were allowed to do so.

Other activities during the one-day outreach program were the distribution of 130 grafted fruit tree seedlings and hygiene kits from SMMCI and Sanitary Care Products Asia, Inc. sanitary products, and 100 packs (5-kilo pack) of rice.

On behalf of the community, Brgy. Kagawad and Chair on Women and Children, Hon. Maribel J. Alacre, expressed some words of gratitude to the DENR and other groups for choosing them as beneficiaries of the outreach program.

DENR Caraga Regional Gender and Development Focal Point System headed by OIC - Chief of the Administrative Division Elsalyn J. Evangelio, facilitated the conduct of the 2023 Kalandrakas in celebration of the National Women’s Month on March 10, 2023, at the Regional Covered Court in Brgy. Ambago, Butuan City.

The activities during the Kalandrakas include monitoring of blood pressure, sugar, uric, and cholesterol levels of employees; Zumba; tutorial on dishwashing liquid and fabric conditioner making; 𝘜𝘬𝘢𝘺-𝘶𝘬𝘢𝘺 and bazaar display; aromatology booth; and pampering services such as free massage, facial cleansing, nail services, and haircut.

In his message, Regional Executive Director Nonito M. Tamayo highlighted this year’s NWM celebration theme, “WE for gender equality and inclusive society,” wherein, WE stands for “Women and Everyone” or “Women’s Empowerment” to emphasize that when women and everyone work in synergy, WE can make gender equality a possibility.

“Based on the data from the Philippine Statistics Authority, women compose 34.5% of the labor force of the country and earn an average annual income as heads of the family, of more than Php334 thousand compared to men at Php307 thousand. These data are proof of why the Philippines remains the best-performing country in Asia in terms of gender parity. According to the 2022 Global Gender Gap Report of the World Economic Forum, on a scale of 0 to 1, where 1 represents optimal gender parity, the country scored 0.783 and is the only Asian country in the top 20,” RED Tamayo added.

After the program, the DENR Caraga Regional Office personnel danced simultaneously to the tune of the “One Billion Rising Advocacy Dance” to show support for women's empowerment.
